Looking for Debt Consolidation Loan!

I am interest in getting a debt consolidation loan using either a VA refinance option or the VA home buying interest rates with veteran benefits.
I was hoping that you may be able to give me a quotations based on the following information.
The fair market value of my house is about $150,000. I owe $80,000 on my first mortgage and another $20,000 on my second mortgage. My credit card debt is about $3,000 and I also have a car loan, on which I owe about $4,000. I might also need some cash for house improvements and may be a vacation. Ideally, I would be looking to consolidate both of my mortgages into a single mortgage with cash out of about $20,000 in total.
Also please let me know if I may be able to opt for a biweekly payment plan instead of the traditional monthly mortgage payments?
The quotation should be for both a 30 year mortgage term and a 15 year mortgage term as well. That way I can choose from both the options.
